Warning all drivers: cell phone crackdown happening in San Diego County

For your own safety, cell phone use while operating a motor vehicle is illegal in the state of California. This includes calling, dialing, or texting using a cell phone device.
Why? According to the National Highway Traffic Safety Administration, 80 percent of car accidents involve at some form of driver distraction within three seconds of the car crash, and talking on a cell phone is one of the prime distractions leading to car accidents today.

That’s why it’s no surprise that authorities in the San Diego County area are cracking down on cell phone use while driving. This month, police in San Diego unrolled their zero-tolerance campaign against using cell phones while driving, according to CBS News.
But it seems that San Diegans just can’t put down the cell phone when driving. Call it a bad habit or just plain irresponsible, but cell phone use while driving is no light matter. On Dec. 10, some 456 people were ticketed for illegally using a cell phone while driving within San Diego County.
If you need further proof that cell phone use while driving is dangerous, consider a study conducted by The Journal of the Human Factors and Ergonomics Society which suggested distracted drivers who use cell phones are just as dangerous on the road as those driving under the influence, according to CNET News.
The study set up four different driving scenes. Forty drivers were evenly allocated into the following four driving conditions: no distractions, using a handheld cell phone, talking on a hands-free device, and driving while intoxicated to the California legal limit of .08 percent blood alcohol level. The participants followed a pace car in each unique condition. The pace vehicle simulated real-life conditions like stop-and-go traffic and intermittent braking.
At the end of the simulation, researchers found that drivers using mobile devices while driving drove slower, braked slower, and were more likely to have a distracted driving car accident than other drivers in other simulations. In fact, not even one of the drunk drivers crashed, but three participants using cell phones were involved in a car accident.

DANGERS OF TRUCK DRIVERS WITH SLEEP APNEA

I post frequently on the danger of impaired drivers, and specifically the dangers from impaired truck drivers. Not much surprises me anymore, this one did:
The Courier-JournalA Mississippi truck driver was arrested Thursday morning after Kentucky State Police found two active methamphetamine labs in the sleeper portion of his truck during a traffic stop on Interstate 71 in Carroll County.
Bobby K. Mitchell, of Myrtle, Miss., was charged with speeding, driving under the influence, manufacturing methamphetamine, unlawful possession of methamphetamine precursors, possession of a controlled substance and drug paraphernalia, according to a release from Kentucky State Police in Campbellsburg.
Police received erratic driving reports about the northbound truck around 10:30 a.m.
After a trooper pulled the vehicle over at the 43-mile marker, Mitchell was determined to be under the influence and a search of the truck followed. Police said Mitchell was cooking methamphetamine while he was driving.
The truck was hauling furniture, police said.
A state police hazardous materials technician responded to the scene and seized the labs.
Mitchell is being held in the Carroll County Detention Center, police said.

Roadcheck 2011 - Unsafe Truck Drivers and Trucks on the Roads

The Commercial Motor Vehicle Safety Alliance (CMVSA) held its Roadcheck 2011 event in June this year. This event asks for all states to inspect trucks on the road. Less than 1% of trucks are inspected. By announcing the inspections 4 months in advance, the CMVSA gives drivers and trucking companies four months to prepare, or if the problems are serious enough, to simply stay off the road for a few days.
Despite the huge publicity of the inspections in the trucking industry, the 3 day inspection in 2011 found almost 20% of the inspected vehicles and drivers failed a Level 1 inspection. The fact that truck drivers are on the road in an unsafe condition, knowing that this special inspection will be run, shows how drivers believe the chances of being inspected are so rare that they believe they won't be caught, or that they are so ill trained that they think they are safe.
Nationwide data show that in 2010, log book violations (logs are designed to keep tired drivers off the road) were the most common reasons for drivers being placed out-of-service at 29.5 percent of driver out-of-service violations. The most frequent out-of-service item for trucks was unsafe brakes comprising 25.5 percent of all vehicle out-of-service violations.
Thus the real danger: tired truckers, driving trucks with bad brakes, who don’t realize they are falling asleep until it is too late and who cant stop when they realize what is going on.

Halloween Safety Tips for Pedestrians and Drivers

Halloween is one of the most exciting holidays of the year, a night full of frights and fun. But the sheer number of people in the streets, often in costume, also makes it the most deadly nights of the year for young pedestrians.
Last year 41 million children were out Halloween night, and 161 million participated in Halloween in some way. With all that activity–parties for adults and trick or treating for children–extra caution and an awareness of the specific dangers on Halloween can go a long way to preventing accidents.
In preparation for the big night, here’s a list of tips to keep trick-or-treaters safe:
Parents should always accompany children if they are younger than 12 years old.Walking from house to house is much safer than running.Children should stay on sidewalks instead of walking between cars or on lawns where there could be ornaments or wires that could be a tripping hazard.Remind children to look for cars when walking by a driveway.Consider a costume that is a lighter color and more visible to motorists. Add reflective material front and back; it can even be part of the design.Give children a flashlight or glow sticks if they will be walking in the dark, even if there are street lamps.Of course, Halloween is also challenging for drivers, who must be extra cautious with the people on the streets. Here’s a list of things drivers can do to avoid:
Slow down in neighborhoods and residential streets where trick-or-treaters are likely to be. Kids may cross the street at unexpected times or from places besides intersections with crosswalks. Prepare for unpredictable behavior by going slow enough to stop at a moment’s notice.This one is a good rule all the time, but don’t drink and drive. Drunk driving incidents are more common on Halloween; a particularly frightening fact when so many kids are out and about.Same goes for distracted driving. Always pull over to use your phone.Buckle up! If you are driving children around for trick or treating, make sure they are buckled up appropriately each and every time they enter the car.Pull over in safe locations and make sure children exit curb side, away from traffic. Use your hazard lights to alert other drivers of not only your car, but to look out for kids.Be careful backing up! Make sure someone is helping to make sure no kids are behind you. It’s best to just park where backing up isn’t necessary.Have fun on the streets this year! By keeping to these guidelines, everyone can a safe and exciting night.

Drivers less cautious around male cyclists

When it comes to cycling, it appears that chivalry is very much alive. That’s according to a new study commissioned by the Florida Department of Transportation that found drivers, on average, pass more closely to male cyclists than females.
The study, which was published in September, examined trends in the ways that motorists interact with cyclists while passing by using a video camera to track how much space motorists gave cyclists, and at what speed they passed.
The data also revealed that drivers were less likely to give the proper amount of space to bikers dressed in “bicycle-specific attire.” Does this means that wearing a helmet and reflective gear, the most important items in a cyclist’s wardrobe, actually makes riding a bike more dangerous?
It’s hard to imagine that protecting one’s skull has a negative effect on road safety, so don’t ditch the helmet. But it’s an interesting bit of psychology to find that drivers offer less space to those they feel are better prepared to be on the road. That statement assumes that drivers passed men more closely than women not because they wanted a closer look at male cyclists, but out of some protective instinct that was not activated by seeing a male cyclist in the road.
Obviously in a bike-car relationship, the car has the mass, speed advantage and thus the power (some might say responsibility) to protect vulnerable non-motorists. As the study put it “it is possible that motorists perceived less risk passing riders who were in [a] bicycle outfit.”
It’s reasonable to extend that logic to the differing treatment on the basis of gender.
This disturbing data is echoed in the negligence revealed by a study out of Seattle that examined city accident data from 2010. The study concluded that “Three-quarters of vehicle collisions with pedestrians and cyclists in 2009 and 2010 involved the actions of the driver as a contributing factor. In two-thirds of those cases (about half of the total) the problem was the most basic of driver derelictions: failure to yield the right of way to the pedestrian or cyclist.”
The implication in this instance is that drivers are simply not taking pedestrians and cyclists into account when making right hand turns.
In each case, we see drivers failing to acknowledge that as the wielder of 1,500 a piece of metal moving at high speed, caution is the most important attribute. Yielding a few seconds or a few feet to vulnerable cyclists and pedestrians is a meager price to pay in return for making the roads dramatically safer.

Controversial New Study Finds Women Drivers Cause More Accidents

A serious motor vehicle collision with a bicycle in Marietta this past summer left the bicyclist seriously injured and the Milton driver facing charges of DUI and hit and run. The force of the impact when the car crashed into the bicycle caused the bicycle rider to be ejected from the bicycle and suffer serious injuries.
The driver in the accident was female, which is somewhat ironic given a controversial new study that suggests that women are more likely to be involved in traffic accidents. In a study that is being condemned by women’s rights groups, these researchers believe that the disparaging phrase “woman driver” may actually have some empirical legitimacy despite the insensitivity of the comment.
The new study results conducted by researchers at the University of Michigan reveals that an inordinate number of motor vehicle collisions involve multiple drivers who are women. While the lead researcher on the study took pains to discourage the notion that women are somehow less safe as drivers, the study results are pretty compelling because men drive substantially more miles than women.
The study is based on data from 6.5 million auto accidents. Based on the gender breakdown of the drivers in the study, women were about 5 percent more likely to be involved in an accident and men were about 5 percent less than would be expected. The results indicate that for an equal number of men and women drivers women are 10 percent more likely to be involved in an Atlanta car wreck than men.
The researchers are understandably reluctant to draw too many conclusions regarding the statistical disparity at the risk of finding themselves in the eye of a tornado of fury from women’s rights groups. The researches do offer a couple of theories behind the unexpected results. Because in many households men drive a greater number of total miles, including when couples are traveling in the vehicle together, women may collectively have less driving experience.
Another theory to explain the statistical anomaly relates to the difference in height between men and women. Among the findings in the study were that women were particularly susceptible to being involved in intersection accidents. Women are frequently t-boned on the driver's side of their vehicle when executing a left turn or struck on the passenger’s side of the vehicle when executing a right turn. Because women are on average shorter than men, the researchers speculate that they may be more likely to be involved in an intersection collision because they may have a harder time seeing out of the windows of a vehicle. This issue has been complicated by new vehicle designs that typically include doors that come up higher before the glass begins.
It is hardly surprising that Ford Motor Co. and Consumer Reports took a pass when they were asked to comment on the study results. Hopefully, the data will be used to make constructive design improvements rather than be swept under the carpet because of its potential politically incorrect interpretation. It may be the case that vehicles need to be designed to increase visibility for those of smaller stature – men and women. Future research may address this issue and prevent Georgia car wrecks by making vehicle adaptations that may improve safety based on legitimate differences between men and women.

What’s The Most Dangerous Time for Teen Drivers? A New AAA Study has the Answers

Teen drivers are approximately 50 percent more likely to crash in the first month of driving than they are after a full year of experience driving on their own, according to a new study from the AAA Foundation for Traffic Safety. Car accidents have long-time been one of the leading causes of teen deaths in America, but this new study found that three common mistakes - failure to reduce speed, , failure to yield and inattention– made up for 57 percent of all crashes where teens were partially responsible and within their first month of driving
.
Researchers conducting the study found that specific types of accidents sometimes occurred at high rates at first for new drivers and declined particularly quickly with experience, like crashes involving left hand turns. In a related AAA Foundation study, in-vehicle cameras were used in cars with teens learning to drive with parents and then the first 6 months of licensed driving without parents in the car. The research found that teens drove much different than when their parents were in the car and the number of close-call car accidents went up significantly.

They also report that a driver using a cell phone is four times as likely to be involved in a serious injury crash. To relate how this issue relates to our local drivers here in Washington, King County Troopers pulled over 370 drivers for talking on cell phones in September. 43 drivers were pulled over for texting while driving. More than half of those drivers were issued a $124 citation for illegal cell phone use.

Texting While Driving Doubles Driver’s Reaction Time

A new study by the Texas Transport Institute (TTI) has found that distracted driving is even more dangerous than previously thought. To put this in context, at 30 mph a vehicle will travel 220 feet in five seconds. At 60 mph, it will travel 440 feet. That means a huge risk for a major crash.
In 2009, the National Highway Traffic Safety Administration reported that 5,500 people were killed in wrecks attributed to a distracted driver. A further half a million were injured. Remember too, that a large proportion of distracted driving victims are actually the distracted drivers themselves.

Georgia Cities among Most Dangerous for Drivers and Pedestrians

Recently released reports provide an analysis of the most dangerous cities in the U.S. for both pedestrians and vehicle occupants. The good news is that no Georgia city ranks in the top 10 most dangerous cities for "pedestrian accidents." Unfortunately, the rest of the news is mostly bad.
The Atlanta-Sandy Springs-Marietta ranks eleventh among the most dangerous cities for pedestrians, while August-Richmond County, GA ranks third amongst most dangerous driving cities in the U.S. The findings are the results of two independent reports. The ranking of most dangerous pedestrian cities comes from the Transportation for America July 2011 report “Dangerous by Design” while the unsafe driving city list was just released and published on CNBC.com.
The issue of pedestrian safety is one often covered in this blog because Georgia has obtained some fame or more accurately notoriety for having some of the most dangerous areas in the U.S. for pedestrians. A documentary produced by Transportation for America previously discussed in this blog focused on Buford Highway as one of the most dangerous stretches of roadway in the U.S. While unsafe drivers are often the primary cause of pedestrian accidents, there are unsafe drivers in every state.
The Transportation for America study was based on what it characterized as a Pedestrian Danger Index (PDI). The death rate in the U.S. per 100,000 is 1.6, which is much higher than many other wide open countries like Canada (1.1) or Australia (0.9). The report indicates that the difference is not based specifically on divergent driving behaviors but in deficiencies in urban planning and roadway design. The authors of the study indicate that public entities that are responsible for urban planning particularly in the South have not been proactive about improvements to infrastructure that make streets safer to pedestrians.
The report ranking the Augusta Richmond County area third most dangerous for drivers will do little to add to the notion that Georgia is proactive about roadway safety, particularly coming on the heels of the negative pedestrian safety reports. The CNBC report used traffic fatality rates in its ranking of the most dangerous cities for drivers. The report considered cities with populations of 150,000 or more. The study analyzed data from the National Highway Traffic Safety Administration’s Fatality Analysis Reporting System (FARS). There were 38 fatalities in Augusta-Richmond County with a population of 194,149 over a 12-month period. The only cities that had a higher car accident fatality rate were Orlando with 46 deaths (population 230,519) and Fort Lauderdale 41 deaths (183,126).
These studies taken together provide further evidence that anyone traveling in Georgia must be cautious and attentive to avoid a car accident or pedestrian accident.
