If an individual by the negligence of an employee of the United States in the exercise of its Federal Government injured operations, Germany is tort claims Act ("FTCA") the sole legal remedy for damages. The requirements of the postal service include Veterans Administration, hospitals, car accidents with vehicles of the Federal Government, and other claims.

In General, a consumer must an administrative tort to the appropriate Federal Agency for within two years after the injury to his right to claim for compensation. Many injured consumers undertake an administrative tort claim before consulting with a lawyer. The preferred method of perfecting an administrative claim is the standard form 95 ("SF95").
